
CMS has officially released the maximum allowable commissions for Medicare Advantage (MA) and Prescription Drug Plans (PDP) for 2026. Each year, carriers are permitted to pay agents up to this CMS-set limit, but it’s important to note that they aren’t required to do so.
That said, most carriers historically pay at the maximum rate. In fact, several have recently increased renewal commissions to the full allowable amount, both for new business and, in many cases, for existing renewals as well.

Explaining the Rate Categories
The Medicare Advantage and PDP commissions are broken up into different state categories again for 2026, as in the past. The “national rate” is all the other states not in the previous categories. PDP commissions are the same for all states.
Medicare Advantage Maximum Broker Commissions
In most states, initial Medicare Advantage commissions increase from $626/member/year to $694/member/year, a 10.86% increase year over year (YOY). Renewal commissions increased from $313/member/year to $347/member/year, a 10.86% increase.
Medicare Part D Maximum Broker Commissions
Initial commissions increased from $109/member/year to $114/member/year, a 4.59% increase year over year (YOY). Renewal commissions increased from $55/member/year to $57/member/year, a 3.64% increase.
